To create an integrated market for instant credit transfers in euro, it is essential that such transactions are processed in accordance with a common set of rules and requirements. An instant credit transfer in euro enables funds to be credited to the account of the payee within seconds and round the clock. The round-the-clock availability every day of the year is an intrinsic feature of instant credit transfers, which should meet specific conditions, including as regards the time of receipt of payment orders, processing, crediting and value dating.

notwithstanding Article 87 (1) of Directive (EU) 2015/2366, the payee’s PSP shall ensure that the credit value date for the payee’s payment account is the same date as the date on which the payee’s payment account is credited by the payee’s PSP with the amount transferred; and immediately upon receiving the confirmation referred to in point (c), or where no such confirmation is received by the payer's PSP within 10 seconds from the time of receipt, the payer’s PSP shall, free of charge, inform the payer, as well as, where applicable, the payment initiation service provider, whether or not the amount transferred has been made available on the payee’s payment account
Actuellement pas de "réelle" régulation uniquement un "rulebook" que les banques ont intégré à leur propre sauce et interpretation dont certaine ne respectent d'ailleurs pas le schéma officiel de ce que j'en lis puisque meme actuellement sur un paiement instantanné c'est clair les fonds doivent être utilisable DES reception ... et non X jours après meme en cas de "closing" euro ... le client doit avoir une date valeur = date calendrier et la banque elle doit couvrir le delta de sa valeur Target.
